摘要 随着经济全球化浪潮的兴起和贸易自由化的发展，加上WTO规则的有关限制，国际贸易壁垒的种类和形式在不断地变化：关税税率越来越低，传统的非关税壁垒也在逐步减少，新型的更灵活、更隐蔽的贸易壁垒——技术性贸易壁垒却在不断发展、种类在不断增加，近年来技术性贸易壁垒已取代反倾销成为影响我国贸易发展的第一大非关税壁垒。因此，如何应对技术性贸易壁垒成为我国国际贸易中迫切需要解决的问题。 本文首先介绍了技术性贸易壁垒的基本情况，包括技术性贸易壁垒的基本含义、产生背景、特点。论文第二部分，通过案例和相关数据，总结说明了我国遭遇技术壁垒的总体情况及其发展趋势，接着具体分析了技术壁垒对我国国际贸易与国民经济的双重影响及其途径。最后，论文分析了我国出口遭遇技术壁垒的原因，进而提出我国应对技术壁垒的有效策略。 关键词：技术性贸易壁垒，对外贸易，技术标准，应对策略 Abstract With the rise of economic globalization and development of trade liberation, plus some related restriction of WTO,s rules,types and forms of international trade barriers have been changing constantly. For example, tariff rate is becoming lower and lower, while traditional non-tariff barriers less and less. However, technical trade barrier, a new type of trade barrier which is more flexible and more hidden has been developing rapidly with more and more varieties. In recent years, technical trade barrier has surpassed anti-dumping and become the first biggest non-tariff barrier to affect our country,s trade development.Thus, the ways to handle it has become an urgent issue in our international trade. In the first part of this thesis, basic situations of technical trade barrier are introduced, including its basic meaning, background of its emergence and features. The second part summaries the general situation our country suffers when encountering technical barrier and the tendency of its development by using some cases and related statistics. Then double influence technical barrier imposes on our international trade and national economy and the ways in which influence is realized are also analyzed concretely. Finally, the thesis analyzes the reasons why our export would encounter technical barrier and raises some effective measures to deal with this issue.
