Comparison Between Civil Servants of China and America 　　 US：America has a population of over 0.3 billion. The amount of civil servants is more than 170million even if not counting the soldiers and the kinds of full-time jobs are more than 400. 　China：China has more than 1.3 billion people, more than 600 million people work in the civil service. The government departments can be classified into 15 levels. 2.Applicant　　US：In America, most employees must be US citizens.?Federal employees have large differences of the level of education and experience. High school student of no experience and a successful doctor can both have the access to this area. 　China：Citizens of PRC are eligible to apply. Many jobs are available to the fresh graduates. 3. Interest The civil servants in America is a separate interest group, the civil service commission will negotiate with the government for the officers’ interest. However, civil servants in China have no special interest. 　　4.Management In America, they emphasize on independence. The civil service system is independent from the political party and the party can not directly control the civil service. In China, the system is managed by the party. The civil servants have to uphold the principles which carried out by the party. Besides, the members of government are elected by the party. The Communist Party is the sole party in power in China. Founded in 1921, the Communist Party of China (CPC) established the People’s Republic of China in 1949 through years of armed struggle. The CPC has established formal and informal organizations within the Chinese government and various levels and walks of life in the country. The individual Party member is subordinate to a Party organization, the minority is subordinate to the majority, the lower level organization is subordinate to the higher level, each organization and all members of the whole Party are subordinate to the Party’s National Congress and the Central Committee.
