高技术企业创新效率的DEA模型与回归模型 摘要 高技术产业是国民经济的战略性先导产业，在产业结构调整和经济增长方式转变中发挥着重要作用，已成为当今世界综合国力竞争的制高点。作为动力型先导产业，高技术产业的效率将直接影响到我国产业链的效率水平和自主创新能力。对于高技术企业来说，加强新产品的研究与开发，是高技术企业技术创新能力和核心竞争力的源泉与持续发展的动力，而提高技术创新效率和核心竞争力又是高技术企业赢得竞争的根本保证。在振兴辽宁老工业基地战略指导下，如何使辽宁高技术产业又好又快发展，从而提高辽宁自主创新能力，并由此推动辽宁产业结构调整，转变经济增长方式，是亟待解决的关键问题。 本文通过查阅大量相关文献，搜集整理2007-2011年统计年鉴数据，运用DEA模型测算北京、辽宁、上海、浙江、广东五个省市高技术企业创新效率，并采用回归模型考察辽宁高技术企业RD投入对创新效率的影响程度。结论如下：北京、辽宁、上海、浙江、广东五个省市中，辽宁、浙江的高技术企业创新效率较低，尤其是辽宁。并得出辽宁高技术企业RD经费投入和RD人力投入会促进企业创新效率的提升,前者的作用更为显著。根据本文研究的结论，有针对性提出了提升辽宁省区域经济效率的对策和建议。 关键词：高技术企业；创新效率；RD；DEA模型；回归模型。 Abstract High technology industry is a strategic leading industry of national economy, the adjustment of industrial structure and economic growth mode transformation plays an important role, has become the commanding heights of the comprehensive national strength competition in the world.
