行政冲突的价值分析On the Valuable Analysis of Administrative Conflict----the exploration of new pattern of public managementSong YantaoAdministrative Institute, Jilin University, Changchun 130012Abstract: The management mode of conflict or crisis in public field is a struggle between value-point, religion, sparse position, authority and resources, so it has a certain negative function. But the conflict management or crisis management in public field that we are concerned about here does not concern the foundation of administrative relationship between both sides, not pounding the value at the core. It is a conflict under the control of the democratic rule, and the conflict that can be born by the public and can give impetus to the structure integration of public management. And people can apply the crisis of conflict to explore and solve possible conflict, thus, it is a conflict with a positive function. The author of the thesis thinks, although conflict management or crisis management has a negative function and a certain risk, the influence is limited, thus, the focal point of our research is the positive function of crisis management conflict management. The aim is to use conflict management or crisis management to build up a crisis or pressure mechanism favorable to administrative development so as to prevent the rigidification of the public field.Key words: conflict management; crisis management; public rule; decompression valve危机或冲突管理模式是研究由于行政价值观、行政权力、行政地位、行政资源分配等因素引发的公共领域中的行政主体间的冲突性行为的模式，以及由此形成的公共管理结构整合与行政发展的学问。虽然对于危机或冲突管理模式的研究还很鲜见，但社会学的冲突理论的研究，和经济学的企业冲突管理与危机管理研究无疑对公共管理领域的冲突管理或危机管理研究起到了重要的参考价值。在某种意义上说，行政冲突是开放社会真正的支柱，那些压制冲突产生的公共领域要自己来承担风险。所谓行政冲突（公共管理冲突）是指行政主体之间围绕行政职能、行政权力、行政决策等领域，针对特定目标所发生的摩擦、对抗和博弈的方式与过程。所谓行政主体是指进入行政过程，围绕行政目标并发生相互作用的行为主体，包括行政机关、行政相对人（公民、法人、其他组织、外国组织和个人，在西方国家可表述为利益集团等），以及其他与行政机关在行政过程中发生冲突的政府部门。行政冲突的表现形式有分歧、不合作、对立、竞争。行政冲突的类型有行政组织冲突、行政领导冲突、行政机关与公民的冲突、行政机关与利益集团的冲突、行政职能冲突、行政决策冲突、行政权力冲突、行政参与冲突、行政发展冲突。一、研究行政冲突的意义冲突管理研究在西方是一个非常重要的研究领域，甚至有很多以“冲突”为名字的学术杂志，许多西方重要
