阪神·淡路大地震后日本城市防灾公园的规划与建设 The Planning and Construction of Urban Disaster—-prevention Parks in Japan after the Hanshin Awaji Earlhquake 帚世 IEI I LEI Yun 摘 要：快速发展的城市建设势必导致各种城市灾害的发生，减灾防灾已成为一项艰巨的工作，而城市防灾公园的建设则是不容忽 视的重要一环。日本城市公园绿地在历次震灾中都发挥了避难疏散的重要作用，成为市民可利用的安全有效的防灾减灾空间。在回顾 日本城市防灾公园发展的基础上，概述阪神·淡路大地震之后提出的防灾公园的新的定义、分类、功能和布局原则，并结合实例着重介 绍近10年来日本兵库县及其他地区在进行防灾公园建设中所取得的成果，并以此作为我国规划建设城市防灾公园的借鉴和参考。 关键词：风景园林；防灾公园；研究；日本；规划建设 文章编号：1 000～6664(2007)07—001 3-03 中图分类号：TU986 文献标识码：A 收稿日期：2007—04—08；修回日期：2007—05—18 Abstrad：The fast development of city construdion is bound to cause various city disasfers，and reducing and preventing the disaster is already the arduous work of the city with the construction of urban disaster—prevention park as the important part．In many of the past earthquakes in Japan，the urban parks played important roles in seeking refuge and evacuating，providing safe and effedive disaster—prevention space．This paper elaborates the deftnition，classification．function and layout principle of the disasler—prevention park which was put forward after the heavy eadhquake，on the basis 0f the review 0f the development of disaster—prevention park in Japan．The achievements in the disaster—prevention park construdion in Hyogo Prefecture and other regions in the recent 10 years are introduce with adual examples，SO as 10 provide guidance and reference for the urban disaster-prevention park planning and design in China． Key words：Landscape Architedure；Disaster—prevention ParI(：Study；Japan；Planning and Construction 1995年1月17日清晨5点46分，在日本兵库县南 部的阪神·淡路地区发生了7．3级的强烈地震(即阪神· 淡路大地震)，除神户市和淡路岛之外，地震还波及芦屋、 西宫等多个城市和地区。这次大地震，给这些城市及地区 造成了史无前例的巨大损失，仅神户市的死亡人数就达 4 562人，受损房屋共120 314栋，加上次生火灾烧毁的 房屋7 388栋，烧损面积达到了819 223m2，直接经济损 失约800亿美元。这场持续不到20s的强烈地震，使这座 雅致的港口城市顷刻间产生了大量的瓦砾和废墟，使许 多人失去了最基本的生活条件。 但是，在这次震灾中，日本城市公园却发挥了避难疏 散的重要作用。31万多人被分散在1 100个避难所中避 难，其中神户市的27个公园都成了居民的紧急避难所， 避难人数仅少于各类学校，位居第二。这再次向我们警 示：避难与救援是震后防灾减灾的重要举措，特别是大城 市必须规划建设包括防灾公园在内的防灾、避灾场所，为 市民提供各类安全有效的防灾减灾空间。阪神·淡路大地 震之后，日本立即积极开展城市复兴计划，其中一项就是 重新检讨城市中防灾公园布局
