武汉理工大学网络教育学院毕业论文 【内容摘要】：国务院关于投资体制改革的决定已经就转变政府管理职能，完善政府投资体制等方面做了明确的规定，但是，由于现行法律法规、监督机制不健全以及体制改革的复杂性和艰巨性等原因，造成投资秩序紊乱、投资规模膨胀，特别是盲目投资和重复建设严重。因此，迫切需要继续加大改革力度，在提高政府投资效益上深化投资体制改革。政府投资项目成本高、效益低、进度慢、浪费大、超概算严重，这些都是不争的事实。加强政府投资项目决策、管理和评估机制，已经成为了刻不容缓的问题。 【关键词】：政府投资 管理水平 监管力度 效益审计 【Abstract】: The State Council decision on Reform of the investment system has been changing the government function, improve government investment system, made specific provision, however, because of the existing laws and regulations, supervision mechanism is not sound and the system complexity and arduous sex and other reasons, resulting in investment order disorder, the scale of investment expansion, especially the blind investment and redundant construction serious. Therefore, the urgent need to continue to increase reform strength, to improve the efficiency of government investment on deepening the reform of the investment system. Government investment project cost is high, benefit is low, progress is slow, waste big, exceed budgetary estimate severity, these are indisputable facts.
