2013-2015 年山西省医疗机构财政保障水平分析

摘 要 目的:分析山西省 20 日-2015 年度医疗机构的财政保障水平。方法:通过山西省医疗机构服务能力分析与评
估平台采集全省 59 所三级医院和 79 所二级医院的财务数据。 结果:二级医疗机构的保障水平高子三级医疗机构;妇幼保健
机构的补助水平高于其他类型医院;山西省财政保障水平整体偏低 ， 各医院主要依靠日常运营来弥补成本。结论: (1) 呼吁
建立稳定和可持续的财政保障机制 j (2) 各级医疗机构应通过医联体、医疗集团等方式与其他级别医疗机构联动发力. t曾强
自身竞争力，减少对财政补偿的依赖

Abstract Objective: To analyze the fìnacial aid level of medical institutions in Shanxi from 2013 to 2015. Methods: Based on
the analysis and evaluation plaúorm for Shanxi medical institution service capacity, it llollected financial data of 59 tertairy hospitals
and 79 se c ondalγhospitals in Shanxi. Result: The finacial guaratee level of secondary hospitals was higher Ihan the tertairy hospitals;
the subsidy level of maternal anrl children health ca陀 i nstitutions was higher Ihan olher hospilals; Ihe fìscat guarantee level of Shanxi
was relalively low, differenl hospilals needed general operation to make up COSI. Conclusion: (1) It was an emergency to establish a
stable and continuous fìnacial aid system; (2) all different levels of hospitals could unit other organizations by establishing hospital
unions or hospital groups, enhance the compelition and reduce the rely on fìnacial aid.
