(8) A licensee who contravenes subsection (7) commits an offence and is liable on conviction to a fine at level 2 and to imprisonment for 6 months. (2) On receipt of a notification of a change in ownership given under subsection (1), the Director shall cause the particulars of the change to be noted, free of charge, on the licence issued in respect of the vessel concerned. (3) A person who, without reasonable excuse, contravenes subsection (1) commits an offence and is liable on conviction to a fine at level 2 and to imprisonment for 6 months.
