Replacement of Existing CIS with Oracle Customer Care and Billing Software Product
EXECUTIVE OVERVIEW OF RFB
This Request For Bid (RFB) is for a replacement of SFPUC’s existing Water Sewer Billing and Customer Information System with the Oracle Customer Care and Billing (CCB) software product. Aging functional architecture resulting in the lack of flexibility, integration with other organization’s systems and the lack of application support are the primary drivers for replacing the WSS.
The procurement of the Oracle Customer Care and Billing software product as a comprehensive Customer Information System (CIS) solution fulfills the following objectives of SFPUC:
SFPUC has sought to procure a CIS software product that will replace its existing WSS system. This new CIS software product must be functionally rich in the following areas:
Account Management
Billing Management
Credit and Collection Management
Customer Management
Customer Service – Care
Financial Management
Inventory Management
Rates Management
Service-Premise Management
Service Order Management
Usage Management
SFPUC is utilizing this procurement effort to obtain all necessary application software licenses and professional services required for a successful implementation effort.
SFPUC has sought a product solution that can be housed and maintained within the SFPUC’s data center, where application support would be provided by the vendor.
SFPUC has sought a product that allows for its business rules to be accommodated via product configuration as opposed to product modifications, to the extent possible.
SFPUC has sought to procure a CIS that can accommodate electric power billing as well as water and wastewater services. SFPUC currently bills approximately 2,500 customers on a separate billi
