摘 要 在社会主义建设进程中，新农村建设将是我国未来的经济型社会发展的重心，而这其中起到关键的支持与促进作用的是新农村电网的建设和发展。虽然现有的一些研究对农村的电力改革、相关电力企业管理以及农村电力体制等方面都有着基本的调查和探索，但是目前对于具体的农村电力企业体制改革与发展对策的研究仍处于初级阶段，需要对此方面领域进行系统地研究与探讨。在这样社会发展背景下，瓦房店市的农村电力改革和发展也处在实践探索进程中，因而本课题研究有其重要现实意义和指导作用。 针对瓦房店市农村电力存在的技术能力差、现状薄弱等主要问题进行深入的分析，并结合我国国情，从当地农村电力发展的实际需求出发，运用文献分析法、比较分析法、数据分析法和问卷调查法等技术研究手段。同时，面向农村背景，对瓦房店市农村电力的发展进行细致研究，提出该市农村电力发展改革的基本思路及中心路线，并以理论研究与实证分析相结合的方法，对相关企业的管理体制进行改革，从而提出瓦房店市农村电力的可持续发展机制和管理体制的改革方法，使其进一步应对新农村建设潮流，满足农村电力发展的新要求。 此外，对于瓦房店市农村电力发展改革建设中可能遇到的基础资产差、设备配置少、人员管理乱、配电线路多变等问题进行重点分析，提出深化农村电力发展规划及电价制度改革、坚持技术创新支撑、扩展农村电力资金渠道、优化农村电力企业管理机制Research on the System Reform and Development Policy of Rural Power Enterprise in Wafangdian City Abstract To build a new socialist countryside is the strategic focus of Chinas economic and social development in the future， including the construction and development of rural power grid has played a crucial role in supporting and promoting.
