It can accelerate or delay the development of regional eωnomy. Seen from the historical development , the locational condítion is dynamic and the change of environment can even cause the regional changes , thus resulting in the up and downs of the regional 时onomy. In the history , Yangzhou had changed from prosperity to degradation for three times , which was closely related to íts loca- tional changes.
