Management Baoding city virescence management present situation and countermeasure researchCandidate:Su DuoqiaoSupervisor:Prof. Guo YanbinAcademic Degree Applied for:MPASpecialty:MPAUniversity:HeBei UniversityDate of Oral Examination:May, 2014    摘 摘  要 要  城市绿化作为城市基础设施建设的一项重要内容，直接关系到城市居民生活质量的 提高和城市经济的可持续发展，一定程度上体现了城市的文明程度，对城市的发展至关 重要。本文以保定市城市绿化管理为研究对象，运用公共产品理论和新公共管理理论， 对城市绿化这一“公共产品”及其管理进行研究，找出保定市城市绿化管理存在的问题， 从而提出提高我国城市绿化管理水平的对策与建议，进一步地提高保定市城市绿化管理 水平，推动其城市绿化管理朝着科学化和规范化的方向发展，促进保定市城市经济的可 持续发展，提高城市的综合竞争力。 本文回顾了国内外关于城市绿化管理的理论，阐述新公共管理等相关理论，为本文 研究奠定理论基础；对保定市城市绿化管理的机构设置、管理机制、绿化实施程序和当 前保定市主要绿化规划和绿化项目进行分析，归纳了保定市城市绿化管理的现状；在分 析保定市绿化管理规划管理、管理体制、管理法制建设和日常养护管理上存在问题基础 上，从城市绿化规划管理、管理体制、绿化管理法制化建设、日常养护管理等方面提出 了改进对策，以期提升保定市城市绿化管理水平有所借鉴与帮助。  关键词  城市绿化  管理  法治化建设  综合竞争力  保定市  I Abstract Abstract City greening as an important part of city infrastructure construction, is directly related to the sustainable development and improve the quality of life of city residents and city economy, to a certain extent, reflects the degree of civilization of city, is critical to the development of the city. Based on the green management of Baoding city as the research object, the use of public goods theory and the new public management theory, conducts the research to the city greening the public goods and its management, find out the existing problems of green management in Baoding City, and puts forward the countermeasures and suggestions for improving the management level of China Green City, to further improve the green management of Baoding City, the city greening management toward scientific and standardization direction development, to promote the sustainable development of economy in Baoding City, improve the citys comprehensive competitiveness.
