It also discussed the opportunities and challenges of social services faced by public libraries under the background of supply side reform, put forward to the idea that the construction of long-term mechanism should depend on mechanism innovation from the aspects of developing library special law, the central government sharing financial burdens with cities, making the public become the main management main body, and providing a wide range of active services.
