2015年4月 人口与社会 Apr. ,2015 第31卷　 第2期 Population and Society Vol.31　 No.2 特约来稿 ·计划生育转型发展 人口新政下的计划生育工作转型 周长洪 (南京邮电大学 人文与社会科学学院,江苏 南京 210042) [摘要]我国计划生育工作要实现转型,需要转变思想观念,以人为本,尊重个人生育权,肯定生育的积极意 义,建立正确的生育价值观并将主要的计划生育工作目标从传统的控制人口转变为促进人人享有生殖健康。 政 府需要及时修整计划生育相关法律法规,逐步放宽生育政策,做到立法尊重民意、保障人权,赋予地方生育立法 上更多自主权。 此外,政府需要及时精简计划生育工作机构,促进相关工作人员分流转型,合理节约成本,有效 利用经费,提高工作质量并简政放权,充分发挥承担计划生育工作的非政府组织的作用,而非政府组织也需要适 应新环境,满足群众计划生育与生殖健康需求,维护群众生育权利,实现独立性、专业性和公益性。 [关键词]计划生育工作转型;生育权;生殖健康;生育政策;成本效益;非政府组织 [中图分类号]C923　 　 　 [文献标识码]A　 　 　 [文章编号]2095-7963(2015)02-0056-08 DOI:10.14132/ j.2095-7963.2015.02.009 Abstract:The transformation of Chinasfamily planning program needs to change ideas, taking people as orientation, respecting for individual”s reproductive rights, affirming the positive meaning of giving birth, establishingcorrectreproductivevaluesandchangingthetargetoffamilyplanningworkfromtra- ditional population control into an access to everyone”s reproductive health. The government needs to trim in time relevant laws and regulations, relax birth policy gradually, respect public opinion and safeguard human rights in legislation, giving more autonomy to the local lawmaking. In addition, the government needstotimely streamlinefamilyplanningorgans, toshunttherelatedstafftransformation, to reduce rationally the cost, to make an effectiveuse of funds, to improvethe quality of work and ac- celerate the decentralization, to give full play to the role of FP nongovernmental organizations. In the meantime, the non-governmental organizations are to adapt to the new environmental change, meet people”s demand of family planning and reproductive health, safeguard peoples reproductive rights, and realize the independence, professionalization and public welfare.
