绿色发展导向与政府职能转变 　　[摘 要] 绿色发展属于生态文明的范畴，其对于政府职能转变有着重要的启示和推动作用。绿色发展导向促使“经济建设型”政府转型，退出微观经济干预，关注宏观调控。而对于地方政府而言，优化产业结构、改革资源价格形成机制是重要的抓手。绿色发展导向推动政府回归职能本位，即加强社会管理、公共产品供给和市场监管职能。因为绿色发展、“美丽中国”是构建和谐社会的内在要求;生态环境保护的公共产品属性及外部性，决定了政府的供给责任和监管使命。绿色发展导向还是变革政府绩效评价体系的驱动因素。没有政府绩效评价体系的变革与完善，也难以确保政府职能切实转变 [关键词] 绿色发展;政府职能转变;生态文明 [中图分类号] D63 [文献标识码] A 文章编号：1671-0037（2015）11-9-4 Green Development Orientation and Transformation of Government Functions Shi Jielin （School of Public Management，Zhengzhou University，Zhengzhou Henan 450001） Abstract：Green Development belongs to the category of ecological civilization，which has important implications and promotion for the transformation of government functions. Green development orientation promotes the transformation of “economic construction oriented”government，getting away from the micro economic interventionand paying attention to macro economic regulation and control. But for the local government，optimize the industrial structure and reform the resource price formation mechanism are important points. The green development orientation promotes the government to return to the original function，that is to say， strengthening the social management，the supply of public goods and the function of market supervision. Because green development，“beautiful China”are the inherent requirements of building a harmonious society;the nature and externality of public goods protecting the ecological environment determine the government’s supply responsibility and regulatory mission. The green development orientation is also the driving factor to the reform of the government performance evaluation system. Without the reform and perfection of the government performance evaluation system， it is also difficult to ensure the real transformation of government functions.
