PAGE PAGE 13 基于TDR模式建设用地折抵指标交易的经济学分析 李学文 张蔚文 吴宇哲? ? 作者简介:李学文，浙江大学土地科学与不动产管理研究所硕士研究生。 张蔚文，浙江大学土地科学与不动产管理研究所博士，副教授。 吴宇哲，浙江大学土地管理系博士，副教授，系副主任。 [摘要与告白] 土地利用总体规划由于其规划指标由上级向下级层层下达，目前在宏观调控中发挥着举足轻重的作用。但是规划指标下达对未来用地估计存在不足，并且区域经济发展具有不平衡性，因此就建设用地指标而言，在现实中同时出现“有供给指标无实际需求”和“有实际需求无供给指标”两类区域。为此浙江省探索并尝试了一些土地利用规划控制指标调剂政策，包括折抵指标有偿调剂、基本农田易地代保、耕地易地占补平衡等，取得了一定效果。其中建设用地折抵指标有偿调剂建立在土地整理基础上，成为较成功的一项政策，但这一政策的设立目前只是解决当前土地利用矛盾的权益之计，还缺乏完备的理论支持和发展潜力。本文从土地发展权视角分析折抵指标交易的理论基础，指出折抵指标交易与交易发展权TDR（Transferable Development Rights）模式的本质联系，从经济效益方面分析折抵指标交易的运行情况，以及实施此政策的现实原因。最后通过与TDR模式的比较探讨其不足和未来的发展方向，以期为国内土地利用政策及土地制度的改革提供有意义的借鉴和参考。 Economics Analysis to “Zhedi” Quotas Transaction of Construction Abstract：Planning quotas of land use are distributed by center government to local government in general land use planning, which plays a crucial role on macro-regulation. But due to the shortage of planning quotas usually, and unbalanced development of the local economy, it still has some problems. With regard to construction land quotas, there are two types of region emerged in china, one type has redundant quotas but a few demands, another has plenty of demands but a few quotas. Therefore, Zhejiang province has been attempting some new policy, include cultivated land balance in other region, zhedi indices transaction and so on, the effect is inspirer though still has defect. In these new policies, The policy of zhedi indices transaction founds on land consolidation, which must be the most successful one due to the particular source of indices. However, It is just a temporary policy to resolve current problem, there is still no Complete theoretical support and bright prospect. So this paper analyzes the theoretical Basis of zhedi indices transaction from DR’s(land development rights) aspect, pointing out the essential relation between TDR model and this policy. Besides, it also analyzes the operation condition of zhedi indices transaction with the economic dimension, and what is the realistic reason
