The communication services department, as one of the large energy consumers, the production of carbon dioxide is one of the important factors on the global warming. Facing the domestic and international aggressive environmental stresses and sustainable economic development, it is a time to de- velop the low carbon communication services. We summarized the research conclusions from many scholars, and analysis the forc- ing and restricting factors in the development of the low carbon communication services under the specific China situation, then provided some suggestions for the better development of the communication services industry in China, also promoted the develop- ment of the communication services in green and environmental protection conditions.
