浅谈城市通信管网规划与建设 　　【摘 要】通信技术正以前所未有的速度和规模发展，各种新业务、新概念新技术、新设备层出不穷。而通信管网是城市信息化建设中的系统工程，是社会经济发展的基础。在当前通信市场格局下，如何避免管网重复建设，科学合理地确定管网建设规模，有效利用主导运营商的存量管网资源。削减城市架空通信线路密度、构建政策保障机制，实现通信管网的“统一规划、统一建设、统一经营、统一管理”。是规划编制者必须思考的问题。通过《西安市城市架空线缆落地及地下通信管网建设工程可行性研究报告》的编制实例，对以上问题进行了初步探讨。提出了一些创新性的观点。?? 【关键词】通信管网；规划；分级体系；规模预测?お? Communication pipe network is a system engineering in the construction of city information， is also basis of the development of social economy. In the structure of current communication market， the preparers of plan must think about the problems that how to avoid redundant construction of pipeline network， and determine the proportion of construction of the pipeline network scientific and rational， and effective use the resources of leading operators in the stock pipe network. Cut the density of urban overhead communication lines， building policy protection mechanism， and achieve the “unified planning， unified construction， unified management， unified management” of information management network. Through the “The feasibility study report of xi’’an city overhead cable landing and underground communications pipe network construction project” for example， we discussed the problem to the above， and put forward some innovative views.?? 【Key words】The communication pipe network；Planning；Grading system；Scale Forecast?お? 通信管道规划是市内通信规划的组成部分，也是城市管线建设综合规划不可缺少的部分。规划的目标是为本地地下管线网制订指导性的管线发展纲要。作为研究期内管道建设决策的指南，并为城市管线综合网络全面考虑、合理分配、科学利用宝贵的国土资源提供充分的依据。?? 城市通信管网是城市信息化建设的基础要素，也是城市市政运营网的重要组成部分。传统上，狭义的通信管网（也称电信管网）主要服务于通信运营商，在通信市场引入竞争机制以前，通信管道基本由中国电信公司自行建设，独家使用。随着国家通信市场不断优化重组，最终形成了目前以电信、移动、联通为主的“三足鼎立”的市场格局，各地通信管网的建设规模、使用规模和管理模式也随之发生变化
