TV A Responsibility Model of the Social Security System for Reservoir Rural Migrants ZHENG Tengfei IANG Maoshan WANG Jianing CHEN Wenchao Q Institute of Project Management and Construction Technology State Key Laboratory of Hydroscience and Engineering Tsinghua University Beijing China China Three Gorges CWE Investment Corporation Beijing China Abstract The reservoir immigration always restricts the progress of the development of hydropower resources in China To break through the immigration restriction first of all we must establish and improve reservoir migrants social security system and ensure the basic life immigration levels This paper will examine the objects defined in the reservoir rural migrant groups and analyze and define responsibility of the main reservoir of rural social security rights of migrants Firstly the original land security for farmers to sort out the material basis of clear land security is land revenue The results show that the country overnment is responsible for g basic social security hydropower development body provide supplement social security and immigrants also bear some collective re sponsibility Finally we build a rural social security system accountability framework immigrant reservoir The results serve as a the oretical basis for the construction of the reservoir rural social security system and for the hydropower resources has guiding signifi cance for harmonious development policy and practice social security Key words hydropower development rural migrants
