强化我国中央银行独立性实证分析及政策建议 An Empirical Analysis of reinforcing China Central Bank Independence and Policy Recommendations Ji, Qing 2010年月  摘 要 作为“发行的银行”、“银行的银行”、“政府的银行”，中央银行在金融体系中的作用是极为重要的。我国自1995年《人民银行法》颁布以来，对于转轨时期我国中央银行独立性的讨论始终是一个热点问题。加上目前通货膨胀有上升的大背景，并考虑到强化我国央行独立性有助于稳定我国宏观经济，提高人民币的货币主权和抑制通货膨胀并顺应了世界的大趋势，故对我国中央银行独立性问题研究有非常重要的理论意义和实践意义。 本文提出了央行独立性的概念，述评了对于央行独立性的研究现状，选择LS指标对我国央行的独立性进行分析测度，对我国中央银行独立性指数与通货膨胀率进行了实证分析，得出了我国央行独立性偏低而有待提高的结论，Abstract As the issuing bank, banks bank and governments bank, central bank plays an extremely important role in the financial system. The issue of central bank independenee, especially in transforming China, has always been a most debatable question since Peoples Bank Law has promulgated from 1995. Besides, enhancing China central bank independence has many benefits under this circumstance when inflation expectations need to be well managed. Thus, the research on China central bank independence has both theoretical and practical significance. This article puts forward the definition of central bank independence and the previous researches are commented. The conclusion based on selected LS index reflects China CBI is relatively weak and need enhancing. In addition, the relationship between China CBI and inflation rate is negative. In the end, both short-term and long-term policy recommendations are raised in order to enhance China CBI. This article divides into four chapters. First chapter introduce the background of the research and explains the significance of enhancing China CBI by emphasizes the importance of central bank and monetary policy; Second chapter includes an overview of previous studies on central bank independence on four sides and raises the questions to be solved. Third chapter, China CBI is measured based on the current status of China central bank and LS index criteria, besides an empirical analysis of reinforcing China central bank independence is done.
