山西省低碳经济对研究.docVIP

摘 要 气候变暖成为全人类共同的威胁，世界经济由“高碳”向“低碳”的转型势在必行。山西省作为国内最为典型资源型经济省份之一，在发展过程中面临的最大问题就是资源和环境之间的矛盾问题。为此，“十二五”时期，山西省提出了转型跨越发展的发展目标：跨越发展是目的，转型发展是手段。能否实现跨越发展，关键在于能否实现转型发展。低碳经济作为一种全新的发展模式，不仅是实现减排目标的一剂良药，也是促进山西省转型发展的战略选择。因此，研究山西省低碳经济发展问题，具有十分重要的意义。 在此背景下，本文主要研究山西省低碳经济发展的对策研究问题。第一，从低碳经济的概念入手；第二，介绍了低碳经济的相关理论；第三，浅析山西省的低碳经济发展现状和制约因素；第四，借鉴发达国家发展低碳经济的成功经验；第五，对山西省低碳经济的发展提出了几点建议，为山西省作出政策决策提供参考与借鉴。 关键词： 低碳经济；山西省；能源；节能减排；煤炭资源 Abstract The global warming has become a common threat of humanity, it is imperative that the world economy transform “high-carbon”to “low-carbon”. The great problem of Shanxi Province, which is one of the most typical resource economies, is the contradiction between resources and environment. Therefore, in the“Twelfth Five-Year Plan”period, Shanxi Province puts forward the target of transformation of leapfrog development basing on the actuality of Shanxi Province. And the low-carbon economy is the important way of realizing the transformation. The purpose is the leap-over development, and the method is transformation. Realizing the transformation development mainly depends on whether successfully realize the leap-over development or not. The low-carbon economy, as a new model of development, is not only a way to achieve the targets of reducing carbon emissions, but also the strategy to promote the transition of development. Therefore, it is significant to research the low carbon economy development in Shanxi Province. Under this background, this paper cheifly studies the problem of countermeasure research about low-carbon economy development in Shanxi Province.
