城市轨道交通近期建设规模匡算方法研究 田 飞 （中铁第一勘察设计院集团有限公司，陕西西安 710043 ） 摘要：近年来城市轨道交通进入建设高潮期，为促进城市轨道交通持续健康发展，国家发改委要求地方政府把握 好建设节奏，确保建设规模和速度与城市交通需求、政府财力和建设管理能力相适应。本文在既有规模匡算方法 的基础上，增加城市发展需求法、财政实力反推法、经济能力匹配法，旨在推荐的近期建设规模既能满足城市发 展的需求，同时又适应当地建设实力。 关键词：交通运输系统工程；城市轨道交通；匡算方法 A Study on the Method of the Short-Term Construct Scale of the Urban Rail Transit TIAN Fei （China Railway First Surver and Design Institute Group Co., Ltd., Xi’an 710043, China ） Abstract: In recent years, the construction of Urban Rail Transit into the peak period. For the sustaining and healthily development of Urban Rail Transit, the national development and Reform Commission requires local governments grasping the pace of construction, to ensure the pace and scale adapt to traffic demand ，the government financial, and the Construction management ability. Based on the existed calculation method of the scale, This paper increase methods from the city development needs, the financial back stepping, economic capacity, in order to the short-term construction scale can meet the needs of the development of city, but also adapt to the local strength. Keywords: transportation systems engineering, urban rail trains, calculation method 1 前言 近年来，我国城市汽车交通越来越拥堵，各大城市相继选择发展城市轨道交通作为骨干或主体交通方 式，城市轨道交通行业进入建设高潮时代。公开资料显示，截止2013 年末，全国累计19 个城市开通城市 轨道交通，运营里程达到2746km ，另有3892km 在建。预计到2020 年，城市轨道交通运营里程将达到1.4 万km 。运营城市之多、运营里程之长，都是举世无双的，使我国城市轨道交通规模跃居全球第一。 为促进城市轨道交通持续健康发展，国家发展改革委员会 2015 年发布 《关于加强城市轨道交通规划 建设管理的通知》（发改基础[2015]49 号），要求地方政府科学编制建设规划，结合自身经济、人口、客流 需求等情况，编制 5～6 年期的建设规划，把握好建设节奏，确保建设规模和速度与城市交通需求、政府 财力和建设管理能力相适应。目前，近期建设规模匡算方法包括交通需求法、线网服务覆盖面法、投资可 行性匡算法、工程建设速度匡算法。随着我国城市化进程不断加快，城市空间扩展对轨道交通的需求不断 作者简介：田飞，男，工程师，E-mail ：tian198299@163.com
