COMMAN – Providing Cost-Effective Automated Routing Over Ship’s Radio Bearers Introduction COMMAN is an EU Fourth Framework Research Programme that started in September 1998 and is due to complete in August 2000. The main objective of the Communication Manager COMMAN is to develop a communication management system that will provide onboard data and voice services with an automated single point of access to existing and future external communications to enable connection to shore-based (or other ship) networks. COMMAN aims to overcome many of the communications disadvantages that the maritime users have compared with comparable groups ashore. The main problem in the maritime domain is the variety, high cost and disparate nature of the communications services. This is compounded by the lack of an automatic integration capability limiting many systems to hardwired (e.g. Inmarsat) connections. COMMAN aims to develop a capability that enables the most cost-effective bearer to be automatically provided for the end user afloat, whether they require a data or voice service. In order to minimise development, production, and through life costs an approach based on utilising readily available commercial off the shelf products (COTS) is being followed. The ultimate architecture will need to enable connectivity to legacy, current and future communications systems (e.g. Inmarsat A, GSM and UMTS) without the need for major changes to either system. It is anticipated that the system would primarily be of benefit when installed in all types of vessels of 500 GT displacement or more, with the main customers being commercial shipping operators. The system would be capable of being fitted to smaller vessels although the potential cost savings would be less. The project team have established the User Requirements for ship based information exchange covering both data and non-data (voice based) communications.
