中文摘要 我国体育基础设施投资法律制度研究 体育基础设施属于非单纯性的社会公共产品，一方面其建设水平和运营情 况直接关系到公众生活水平的质量，另一方面此行业属于可经营性较大的产业。 西方发达国家经过多年的发展，大都总结出一套适合本国国情的体育基础设施 投资法律制度，为其健康发展提供了良好的法律环境，使其融资有道、投资有 据、使用高效、维护及时、权责分明、责任突出。而我国旧有的经济体制所致， 在公共设施投资方面的法律制度已不能适应当代我国社会经济发展要求，体育 基础设施财政投资明显不足，社会投资无法可依，严重制约着相关产业的发展。 本文通过对国外先进立法制度的研究和借鉴，结合我国全民体育事业的实 际情况，参照国内相似产业改革的成功经验，致力于研究我国体育基础设施投 资法律制度构建的主要问题，以期抛砖引玉，为我国此投资法律制度的建立献 一微薄之力。 关键词：体育 基础设施 投资 法律制度 Summary Thestudyofthephysical infrastructurelegalsystemofourcountry Thestudyofthephysical infrastructurelegalsystemofourcountry TThheessttuuddyyoofftthheepphhyyssiiccaalliinnffrraassttrruuccttuurreelleeggaallssyysstteemmooffoouurrccoouunnttrryy Thephysicalinfrastructureisnotsimplexonekindofpublicproductofsocial,as thelevelofitandmanagementnotonlytouchonthelevelofthequalityoflifeof public,butalso belongstoaindustryonekindcontainsabigpossibilitytoprofit.
