摘 要 摘 要 随着中国社会经济发展，农村的情况也有了很大改变。一方面，人口流动量越来越 大，家庭规模越来越小；另一方面，家庭保障、土地保障等农村传统的家庭养老方式已 不能满足需要。因此，面对我国碎片化、多样化的养老保险政策，“新农保”制度的出 台可以说是具有里程碑意义的，它有助于实现城乡一体化，为建立覆盖全体社会成员的 社会保障体系奠定良好基础。同时新政策在资金来源、享受待遇、资金管理等方面都有 了更加具体的规定和责任划分，强调了政府的首要责任。目前，由于制度运行时间很短， “新农保”还存在一些不可避免的缺陷，例如统筹层次低，基金保值增值问题，无法分 享社会发展成果，制度间的转移和衔接问题等。 本文在分析农村居民养老保障现状的基础上，对“新农保”政策进行了全面的梳理。 根据青海省西宁市的基础数据，针对制度设计的特点，找出问题，提出了自己的建议。 主要是：要完善“新农保”政策，提高保障水平，强化保障力度，增强政策的吸引力。 同时要不断探索“政府购买服务”新模式，积极发挥家庭保障等传统方式的积极作用， 最终使“新农保”政策与其他保障方式相统一，构建多层次的农村居民养老保障体系。 关键词 新型农村养老保险 个人账户 基础养老金 政府责任 I Abstract Abstract With the development of the economic and social in China ，the society of rural had changed dramatically. On the one hand ，the family protection and land security can not satisfy the need of the old age security. On the other hand ，there is the growing mobility of people and having smaller families. So the new rural social pension insurance system is a important content to build a harmonious society in our country ，and it is good to reflections on the security of social care for the elderly integrating rural area’s into city’s.And the some time ， there are many physical security measures about the funds funding ，the enjoying treatment and the administration of the fund.
