Abstract :The article first illustrates the inevitability for China to implement innovation － driven development strategy in
terms of the essence of economic development ，the trend of economic development around the world ，as well as the de-
mands for building a well － off society. Then the article analyses the main features of innovation － driven development ，
i. e. people oriented ，acquiring first － mover advantage and entrepreneur － driven. Finally the article explores the key
point for realizing innovation － driven development strategy—deepening reform ，and suggests an innovation for the reform
method ，that is pushing forward reform through induced institutional change.
