政策研究 《 中国卫生经济》 第 卷 第 期 （总第 期） 年 月 □ 33 1 371 2014 1 县级公立医院综合改革政策对医院运行的影响研究* 马桂峰①② ， 马安宁② ， 尹爱田① ， 盛红旗③ ， 王宪祥③ ， 陈秀芝② 摘 要 目的： 研究县级公立医院综合改革政策实施前后运行指标变化情况。 方法： 利用倍差法研究医院总收入、 总支 出、 医疗服务收入、 药品收入、 次均住院费用和次均门诊费用的变化情况； 利用面板数据的回归分析研究各因素对以上指标的 影响程度。 结果： 县级医院综合改革通过取消试点医院的药品加成和非试点医院药品加成严格控制在 15% 以内的措施， 有效控 制了县级公立医院的药品收入， 医院总收入增长幅度有所放缓； 次均门诊费用和次均住院费用增长有所放缓。 结论： 县级公立 医院综合改革试点医院运行平稳， 没有出现因取消药品加成造成的收入减少而转嫁给医疗服务收费的情况。 关键词 县级公立医院； 综合改革； 取消药品加成； 倍差法； 面板数据 中图分类号 R1-9; R19-0 文献标识码 A 文章编号 1003-0743(2014)01-0017-04 DOI 10.7664/CH Research on the Influences of County-level Hospital Comprehensive Reform Policy on Hospital Operation/MA Gui-feng, MA An-ning, YIN Ai-tian, et al.//Chinese Health Economics,2014,33(1):17-20 Abstract Objective: To research the operation indexes changes in county-level hospitals before and after the implementation of the county-level hospital reform policy. Methods: Use DID model to research hospitals ’ revenue and expenditure, medical service revenue, income from drugs, the average compensation of hospitalization expenditure and outpatient expenditure. Using panel data research various factors on the influence of the above indicators. Results: Through taking the measure of canceling the drug addition in pilot hospitals and non-pilot hospital within 15%, county-level hospitals comprehensive reform effectively control the drug income of county-level hospital, the hospital revenue growth has slowed. The average outpatient cost and hospitalization cost growth has slowed the increase. Conclusion: The operation of comprehensive reform of county hospitals is smooth, there is no existence of transfering revenue on medical services bec
