Dear Mr. Tsang,
Commitment on Climate Change Policy
I am glad to see that you have envisioned Hong Kong needs to be transformed
into a low carbon economy” and should further develop the Pearl River Delta region
as a green and quality living area” with our Guangdong counterparts as stated in your
policy address 2008-2009. With this in mind, I am now writing to urge you to deliver a
comprehensive climate change policy by the end of this year and to lead Hong Kong
in combating this global crisis together with the rest of the world.
2009 is a crucial year for stopping climate change
The current rate of global warming is harming both society and the environment.
Scientists have concluded that an increase in temperature of as little as 1.5 degrees
Celsius compared with pre-industrial times could lead to the irreversible melting of the
Greenland ice sheet. And if that warming was two degrees it could trigger catastrophic
climate change. They agree that global greenhouse gas emissions must reach a
peak by 2015, and then start declining rapidly thereafter, reaching zero by 2050.
In order to achieve this, Greenpeace is calling on heads of state and leaders of
society to attend the December 7 – 18 2009 UN Climate Conference (COP15) in
Copenhagen. This is the critical moment for world leaders to show real commitment
and agree on a global reduction plan, so that both rich and poor nations can work
together to stop climate change and avoid climate change catastrophe.
Hong Kong should take the lead
Hong Kong has long contributed to the climate crisis through its early
industrialisation and the energy generation sector. Average temperatures in Hong
Kong have risen
