Positive List System not only hinders the export of aquatic products to Japan and brings about losses to enterprises engaged in aquatic product exports, but also severely attacks the aquatic industry in China. The paper puts forward solutions from the perspectives of enterprises, government, and trade associations to overcome technical barriers to trade, improve the international competitiveness of Chinese aquatic products, and enhance the export of aquatic products. The solutions include the improvement of overall quality of enterprises, the full play to their role for trade associations, and the strengthening of government functions.
