食品接触塑料及塑料制品欧盟新法规 食品接触塑料及塑料制品欧盟新法规 (EU) No.10/2011 最新欧盟法规 (EU) No.10/2011 食品接触塑料及塑料制品于2011 年1 月15 日发行，2011 年5 月1 日开始生效。 同时废除了2002/72/EC 欧盟指令。 下面简要介绍新法规的重点与主要变化： 一、 受影响范围扩大 (EU) No.10/2011 涵盖范围扩展到塑料多层材料及其制品 (plastic multi-layer materials and articles) 。同时将带 有印刷或涂层的塑料材料和制品 (materials and articles printed and/or covered by a coating) 以及多层复合材料中的 塑料层 (plastic layers in multi-material multi-layer materials and articles) 也纳入监管范围；新法规明确要求投放市场 的食品接触塑料制品应符合要求并根据良好生产规范生产。 表1 法规范围 (a) 塑料组成的材料、物品及其零部件 materials and articles and parts thereof consisting exclusively of plastics (b) 通过粘合或其他方式组合的多层塑料材料及物品 plastic multi-layer materials and articles held together by adhesives or by other means (c) 带有印刷或涂层的材料或物品 materials and articles referred to in points a) or b) that are printed and/or covered by a coating 涵盖范围 (d) 塑料薄膜或塑料涂层，成型于盖子或其它密封物品内，由两种或多种不同类型材料连同盖子或 密封物品组成的材料 plastic layers or plastic co atings, forming gaskets in caps and closures, that together with those caps and closures compose a set of two more layers of different types of materials (e) 多层复合材料中或物品中的塑料 plastic layers in multi-material multi-layer materials and articles (a) 离子交换树脂 ion exchange resins (b) 橡胶 不包含范围 rubber (c) 硅胶 silicones  食品接触塑料及塑料制品欧盟新法规 二、 授权物质联合列表 (the Union List) 新法规以联合列表的形式列出885 种授权物质(详见法规附录1)，其中包含单体或其他初始物质、添加剂(不包括 着色剂)、生产助剂(不包括溶剂)、微生物发酵生成的高分子。联合列表取代了前指令中单体和添加剂的详尽列表，并 对允许使用的单体和添加剂做出了规定和更新，而且对含有特定官能团的物质明确了限制要求。
