中国食品卫生杂志 　　　 　　　　　 — 4 18 — 2007 年第 19 卷第 5 期 CHINESE JOURNAL OF FOOD HYGIENE 论著 中国食品包装材料卫生监管及与美国、欧盟的比较 顾振华 (上海市食品药品监督所 ,上海 　20002 1) 摘 　要 : 目的　提高我国食品容器和包装材料卫生监管水平 。方法 　采用回顾和比对的研究方法 , 回顾了我国食 品容器和包装材料卫生标准与监管的发展历史 ,从法律依据和卫生标准分析了我国食品容器和包装材料卫生监管 的现况 ,研究了美国和欧盟有关食品容器和包装材料监管的法律依据和监管模式 。结果 　我国食品容器和包装材 料卫生监管在法律 、标准和监管模式上存在诸多不足 ,可能产生食品安全风险 。结论 　针对我国食品容器和包装 材料卫生监管存在的不足 ,应加强立法 、完善新产品审批 、修订卫生标准和加强对生产使用的监管 。 关键词 :食品包装 ;安全管理 ;美国;欧盟 ;配对分析 Study of Current Conditions on Hygiene of Food Containers and Packaging Materials in China , Comparied with Those of USA and European Union GU Zhenhua ( Institute of Shanghai Food and Drug Supervision , Shanghai 20002 1 , China) Abstract : Objective 　To enhance the levels on health supervision for food containers and packaging materials in China . Method 　The development histories of hygienic standards and health supervision for food containers and packaging materials in Chinae were looked back , and the current conditions of health supervision for food containers and packaging materials according to laws and hygienic standards were analyzed , and comparied with those of USA and EU . Results 　The results showed that a lot of shortages on law , standard , and health supervision of food containers and packaging materials in China were found. Conclusion Aiming at the shortages , strengthen lawmaking , perfected new product approval , revised hygienic standard , and strengthen supervision should be revised.
