the structure fact dispute award analysis quesition KEY FACTUAL BACKGROUND: the Media Law：backgound :Hungary began to adopt policies to attract foreign investment,modernise its infrastructure and improve competition in the provision of sevices.purpose:attract the expertise、technology and necessary capital to modernise its broadcasting services,while proving for fair and open procedure for the allocation of radio and tevevision airwaves and promoting freedom of the media.) the ORTT:the National Radio and Television Broadcasting Board ,an administrative body and independent legal entity with oversight power over the tender procedures and in charge of regulating and concluding Television and radio broadcasting agreements in accordance with the Media Law the GTT:the general terms of tender,an set of rules relating to the contents and the evalution of the broadcasting contracts for the tendering of radio and television broadcasting frequencies. the 1997 CFT(call for tender):in 1997,ORTT called a public and competitive tender process for rights to broadcast two nationwide commercial radio FM frequencies,under certian rules and specifications as to the preparation,submission and evaluation of bids,refered to as the 1997 call for tender,the 1997CFT included the text of the broadcasting agreement to be concluded with the winning bidder,and was governed by the GTT and the Media Law. the Broadcasting Agreement: as the sucessful bidder of one of the two frequencies ,Slager,and ORTT concluded a broadcasting agreement govrened by Hungarys Media Law. the clause2.3stipulates that the Slagers licence was issued for seven years,also stipulated that for the renewal ofthe Broadcasting Lisense,setion 107 of the Media law shall be applicable. pursuant to section107(1)of the Media Law,broadcasting rights for radio are valid for maximum seven years,and may be renewed once upon expiry at the broadcster‘s request,wit
