Having the strength to be aganist to the Soviet Union and lanched the Cold War. Situation 2: After 911, terrorism has become an international phenomenon. Bush Administration adjusted its policy accordingly and worked to form an antiterrorism colition. Situation 3: After the second Gulf War, Anti-Americanism became worldspread. Obama changed the unilateralism and mended relations with other powers. Situation 4: The globalization and the rising of other powers,especailly China , Brazil and India... In order to develop better, cooperation is indispensable. So, Obama administration adapts to this situation and strengthens cooperation or mends relations with other powers. The Obama Administration is the executive branch of the federal government under Democrat President Barack Obama and Vice President Joe Biden.
