Researchconclusions:Thefollowingmeasurescanbetakenforcontrolofrailwayconstructioncost:(1)Thecontrolof constructioncostshouldbestrengthenedindesignstage.(2 )Theactivecontrolofconstructioncostshouldbedone, and therelationbetweentechnologyandconstructioncostshouldbedealtwithwellthroughmakingeconomicandtechnical analysesandevaluations.(3 )Thelifecyclecostoftheprojectshouldbelowered, andtheprojectinvestmentscale shouldbecontrolledstrictlytoavoidunnecessarywaste.(4 )Thelegalpersonsresponsibilitysystemshouldbe implemented.Thelegalpersonisresponsiblefortheentireprocessfromtheprojectplanningtofundscollection, constructionoperation, payingthedebtandvalue-keepingandvalue-increasingofassets.(5 )Thebiddingsystem andsupervisionsystemshouldbeimplementedwell, andthecompetitionsystemshouldbeintroducedintheproject managementtochoosehighlyqualifiedconstructionandsupervisionenterprisesbyestablishingasetofrelativesystems.
