This work is licensed under the Creative Commons Attribution International License (CC BY). /licenses/by/4.0/ Open Access Abstract Promoting the SOE reform is an important part of the overall strategy of managing the country by law. To promote the SOE reform should be based on the law, take the initiative to adapt to the new normal economic development. The problems of the SOE reform in the establishment, modifica- tion, repeal of relevant legislation, the huge reform cost, the not standardized corporate gover- nance structure, the loss of state-owned assets and other issues, must be resolved through legal channels. Therefore, we should perfect the relevant legal system, give play to the role of the people’s court, sound the corporate governance structure, understand and use the anti-monopoly law correctly, protect the state-owned assets effectively, so that they can form a cohesive force, to devote themselves to the rapid and stable development of the SOE reform.
