第1 9卷第1期 水资源与水工程学报 Journal of Water ResourcesWater Engineering Vo1．19 No．1 2 0 0 8年 2月 Feb．，2008 德阳水资源短缺原因分析 李 根，何通国 (德阳市水利局，四川 德阳618000) 摘 要：根据德阳水资源分布特征及利用状况，分析了德阳水资源短缺的4种基本类型(资源性、工程性、管理性和污染 性)，以及水资源短缺的原因，认为德阳水资源短缺是自然因素与人为因素共同作用的结果。解决资源性缺水的根本出路 是节约用水和兴修水利工程。流域内控制性调蓄工程与灌区改造和配套工程的建设是鳃决工程性与设施性缺水的重点， 管理性缺水要从区域内水资源统一调配、科学管理着手，并注重治理污染性缺水的加重和蔓延。 关键词：水资源短缺，水资源利用，水污染；德阳市 中圈分类号：TV213．4 文献标识码：A 文章编号：1672—643X(2008)01—0108—03 Analysis on the reasons causing shortage of water resources in Deyang LI Gen，HE Tong—guo (Water Resources Bureau oJ Deyang，Deyang，Sichuan 618000， ina) Abstract：Based on distribution feature and utilization status of water resources in Deyang，this paper analyzed the basic water resources shortage types，such as the shortage of water resources，less irriga— tion projects，poor management，and water pollution，and the reasons causing water resources short— age that is a result impacted jointly by both natural factors and artificial ones．The fundamental way to overcome the water shortage caused by water resources distribution is to saving water and building water conservancy project．To establish the water control and storage project within the region，and the improvement project in irrigation districts is the keystone to solve water shortage caused by project and facilities．The water shortage caused by poor management can be set about the water resources in region united allocation and scientific management．It is necessary to pay attention to prevent the wa— ter pollution to aggravate and spread． Key words：water resources shortage；water resources utilization；water pollueion；Deyang city 从德阳降水时域分布、经济发展与生态环境的 1．1 水资源及时域分布 供需水矛
