Prime Minister Li Keqiang February 21, 2014 Interim Measures for social assistance Chapter I General Provisions Article 1 These measures are formulated in accordance with the Constitution with a view to strengthening social assistance, guaranteeing the basic livelihood of citizens, promoting social equity and maintaining social harmony and stability. The second social assistance system adheres to the bottom line, emergency, difficult, sustainable, and with other social security system, and the level of social assistance and economic and social development level. Social assistance should be conducted in an open, fair, just and timely manner. Third civil affairs departments under the State Council co-ordinate the construction of the national social assistance system. The departments of civil affairs and health affairs, education, housing, urban and rural construction, human resources and social security departments under the State Council shall be responsible for the administration of social assistance in accordance with their respective functions and responsibilities. The local peoples governments at or above the county level shall, in accordance with their respective functions and responsibilities, be responsible for the administration of social assistance in their respective administrative areas, such as civil affairs, health planning, education, housing, urban and rural construction,
