Abstract: Firstly ,this paper shows the necessity of the research on construction risk according to the domestic status of subway
construction.Followed,by combination of railway construction accidents in recent years, it shows the specific process of WBS-RBS
decomposition.And on this basis , takes into a new construction risk assessment model with three major characteristics:probability,loss
and controllability. Finally, it introduces how to use the AHP method to determine the proportion between the factors in WBS
structure,and how to use simplified F-ANP method to determine the proportion between the factors in RBS struct
