According to the functional orientation for Quzhou-Ningde Railway,the article focuses on its characteristics,that are:in the region where this project is located,the construction standards of the railway network are higher;within the working life which had been researched,the condition of separated operation between passenger and freight transportation may be achieved; the passenger flow will be not heavy but the passenger flow differencesamongthedifferentlinesectionswillbebigger. Thenthroughanalysesonsome aspects,including the adaptabilitiesto different speed standardsand differentfunctional orientations,the coordination abilitywithrailway network,thedifferencesamong construction standards,andtheeffectsof the project characteristics on the project investment, this article puts forward the suggestion that the designer should choose the different target speeds based on the different railway sections.
