丨2016年第1期 环境保护督察巡视：党政同责的顶层制度  葛察忠，翁智雄 ，赵学涛 （环境保护部环境规划院，北京 100012 ） 摘 要 环境保护督察巡视是党政同责的核心制度安排。本文从环保督察巡视与党政同责的关系与实践出发，认 为该制度是从决策源头监督，既有法律依据，也有政策要求，其他部门的督察以及环保考核、约谈等实 践为环保督察巡视积累了经验。从环保督察巡视制度的内涵与特征来看，该制度有明确的行动指南、统 一的党政同责督察体系、较高的督察组权威、明确的巡视重点与突破方向等特点。最后，本文从理顺环 境目标责任制度、制定督察实施细则、提升督察巡视权威性、开展第三方评估与社会监督等方面提出了 政策建议。 关键词 环保督察；党政同责；生态文明 中图分类号：X321 文献标识码：A 文章编号：1674-6252（2016）01-0057-05 Environmental Protection Inspector: A Top Instrument for Co- responsibility of the Party and Governmental Offi cials * Ge Chazhong, Weng Zhixiong , Zhao Xuetao (Chinese Academy for Environmental Planning, Beijing 100012) Abstract: Environmental protection inspector(EPI) is a core system arrangement for co-responsibility of the party and governmental officials. This paper analyzed the relationship and practice between EPI and co-responsibility of the party and governmental officials ，thought that EPI exhibits a decision-making supervision with legal basis and policy requirements, and the practices of inspectors in other departments, environmental assessment and environmental administrative talk have accumulated some experience for EPI. From the perspective of the connotation and characteristics, the EPI system provides a specifi c guide to action, a unifi ed inspective framework of co-responsibility for the party and governmental offi cials, a superior authority of the inspector group, an unambiguous focus on inspector and breakthrough direction and so on.
