山村地區觀光規劃之探討─揭開廬山真面目 范振德1 【摘要 】鑑諸於台灣地形特殊且天然災害發生頻繁，2008 年辛樂克颱風之土石流 造成廬山當地居民生命財產之嚴重損失。政府推動山村重建時，不僅需考量實質 ／生物資源承載力，同時亦需兼顧當地居民的生存與就業保障，進而使山村觀光 得以永續發展。故而本研究嘗試利用 TRIZ 40 發明原則，以建構廬山觀光地區之 永續經營觀點來探討廬山山村地區之觀光規劃。研究發現政府應基於觀光地區永 續發展原則，對於當地居民、投資者及該溫泉地區特有之原住民文化，謀求最大 之利益，該觀光地區之資源開發、法規修訂及社區規畫開發，亦應以降低對生態 環境的衝擊原則下，進行妥適之觀光管理規劃策略與相關配套計畫。本研究結果 及後續建議除可做為政府施政之參考，更可為當地居民及社區營造提供規劃建議。 【關鍵詞】觀光規劃、實質／生物資源承載力、萃智法、永續管理 EXPLORATION OF TOURISM PLANNING ON THE REMOTE MOUNTAIN VILLAGE 1 J. -D. Fann 【Abstract 】Owing to the special terrain and natural disaster frequently happened in Taiwan. The storm known as Xin Leke unleashing record rainfall and triggering landslides and flooding, the river flooded into a residential and commercial area, and mudslides swallowed several homes took toll of the Lu Shan tourism area in 2008, It is very important to think over the physical / biological resource capacity and ensure the employment benefit of residents while the government and the residents begin reconstruction and development of damaged communities. This research aims to reconstruct the remote mountain village of Lu Shan tourism area on the bases of sustainable management by using the method of TRIZ 40 principles. The results are as follow: The government should seek for appropriate tourism management strategies and related necessary plans on the basis of the maximum benefits of local residents, investors, and aboriginal culture of hot spring area. The laws and regulations revision and development of resources and community are also needed to plan on the basis of reductions of the environment impacts of ecology.
