Abstract: An analysis has been undert aken to develop basic rules for t he est ablishment of an index system t o assist
the evaluation of t he environmental and econom ic capabilit y of land resources on the Loess P lateau. T he result of
the analysis is a general framework for such an index syst em including four assessment layers and three ecolog ical,
economic and social indicators. T he general framework prov ides a basis for t he f urt her development of a depend-
able, science- based evaluation m et hod.
