摘要：伴随我国财政体制改革的不断深入和科研事业改革的持续推进，科研院所技术改造资
金来源日趋多元化、项目类型日益多样化，由此带来的技术改造项目管理难题也越来越大。试图深
入分析科研院所技术改造项目管理的核心环节一项目预算管理、资金使用管理和固定资产管理现
存的问题，并对科研院所技术改造项目管理模式创新提出一些粗浅的建议，希望能对科研院所技术
改造项目管理工作提供值得借鉴的思路。
