生活质量 差异性与非均衡化战略 、 —— 中国农村养老保险制度的现状与制度安排 Life quality, difference strategy with melting proportionally ——The current situation and system of Chinas rural basic old-age pension system are arranged 刘汉屏 李春根 （江西财经大学公共管理学院，江西省南昌市，330013 ） 摘 要：党的十六大提出中国要在2020 年实现全面建成小康社会的宏伟目标。但能否实现 这一目标，关键是使得近九亿人口的农民能否提高生活质量，过上小康的日子。作为农村社 会保障体系核心的养老保险制度在人口老龄化加速的形势下，直接关系到农民的生活质量。 而由于农村经济发展的现实差异性，农民对社会保障的要求也不一样，而且这种差异会在比 较长的时期存在。从这个差异出发，中国农村不可能在目前建立农村地区统一的社会养老保 险体系，这是由中国的现实国情和目前农村社会养老保险发展的既定路径所决定的。我国农 村养老保障必须根据不同地区的生产力发展水平，不同人群的农村养老方式，不同的农村养 老保障水平的现实，来进行分类设计和分步实施，建立与地区经济增长非均衡战略相适应的 农村养老非均衡保障制度。 Abstact ：The 16th National Congress of Communist Party of China proposes China would realize in 2020 that build up a grand goal of the well-off society in an all-round way. But could realize this goal , the more important thing is to enable the peasants of nearly 900 million people to improve life quality, day passing and getting on the well-to-do level. As central basic old-age pension system of the rural social security system being under the situation accelerated in aging population, concern peasants life quality directly. And the realistic difference developed because of the rural economy, peasants requisition for social security is different, and this kind of difference will exist in longer period . Proceed from this difference, can not establish the unified social endowment insurance system in the rural area at present in the countryside of China, this is determined by the realistic national conditions of China and set route of rural social endowment insurance development at present.
