中国地方高校预算内教育经费的差异性研究 范海燕 于朋 （哈尔滨师范大学 教育科学学院，哈尔滨150025） 【摘　要】　当前，地方普通高校是我国高等教育的主体，我国地方高等教育财政性支出存在着较为严重的不均衡性问题，表现为地方高校经费拨款额增长未与地方高校规模扩大及区域经济发展同步；各区域地方高校生均经费表现出很大的差异性，且与地方经济并不协调；地方高校公用经费普遍短缺并呈现出极不均衡的特点。为此，应增加地方政府财政拨款额度，并建立相应的地方高等教育经费保障机制；明确中央政府和省级政府的高等教育投资的责任，加大财政转移支付力度，缩小地区间高等教育发展的差距；调整教育事业费内部结构，增加预算内公用经费比例，完善高等教育经费的落实和执行情况的监督机制。 【关键词】　地方高校　省级政府 预算内教育经费 区域差异 The research on the asynchronism of Chinese local higher colleges on budgetary educational funds FAN Hai-yan，Yu peng (School of Education Science , Harbin Normal University, Harbin 150025，China) Abstract: Nowadays, the local higher colleges is the main body of Chinese higher education, but great differences of financial problems exist in Chinese local higher education. And these problems can mainly be reflected on the following aspects. The increment of fund in the local higher colleges with their expansion and the development local economy is not synchronous; the great asynchronism of the average amount of funds to per college student for public use in different area, and uncoordinated with the local economy; the shortage of the public expenditures for local higher colleges and this has presented a very unbalanced characteristics. To solve these problems, the government should increase the local financial appropriation line and establish corresponding local higher education funds safeguard mechanism; and confirm the specific responsibility of higher educational investment between the central government and the provincial government; increase the financial transfer payment; reduce the development disparity of local higher education; adjust the internal structure of educational operating expenses; increase the budget for public uses; perfect the supervision mechanism of implementation on higher educational funds and the budget performance.
