论城乡义务教育师资差异问题 [摘 要]随着国家近年来重视农村义务教育,我国的农义务村教育建设有了很大的改善,但与此同时,城乡义务教育仍然有较大差异,尤其体现在城乡师资力量上,主要包括年龄结构、教师职称、教师学历、教师工作投入度方面。进一步分析城乡师资差异问题的成因,主要由经济差异状况和国家教育资源配置政策的不完善造成教师的流动不均,农村教师的继续学习效果差等后果,从而拉开其与城镇师资力量的差距。根据以上现状和原因,解决该问题的首要办法就是大力发展农村经济,其次国家应从加强教师的考核制度、完善农村教师特殊津贴或补助、福利的政策、制定农村学校管理、组织的政策、加强人才流动机制、完善教师能力建设政策五个方面来完善教育师资制度,最后作为问题的主体的农村学校只有不断提升自身实力,才能逐渐减小城乡师资差异。 [关键词]义务教育 师资差异 经济 国家教育政策 [摘 要]随着国家近年来重视农村义务教育,我国的农村义务教育建设有了很大的改善,但与此同时,城乡义务教育仍然有较大差异,尤其体现在城乡师资力量上,主要包括年龄结构、教师职称、教师学历、教师工作投入度方面。[Abstract] With the recent emphasis on rural compulsory education in our country, the construction of Chinas rural compulsory education has been greatly improved. But at the same time, there are still big differences between urban and rural compulsory education which particularly reflected in the urban and rural teacher source, including age structure, teachers’ titles, teacher education, teacher job commitment and other terms. 进Further analysis of the causes of differences between urban and rural teachers will find it is mainly because the economic disparity and imperfect policy of national education resource allocation that cause the uneven flow of teachers and ineffective continue learning of rural teachers, which widen the faculty gap between urban and rural area. 根Based on the above situation and reasons, the primary solution to this problem is to develop the rural economy, followed by construction of five aspects including strengthen teacher evaluation system, improve rural teachers special allowances, subsidies and welfare policy, development rural school management and organization policy, strengthen personnel flow mechanism, improve capacity building of teachers to consummate the education system, at last, as the key factor, rural schools should keep improving their strength to make it possible to reduce the differences between urban and rural teachers.
