In the view of the development of higher education, from elite education to mass education development, leading to the NEES from a single academic examinations to the professional qualification, the certification from the academic to the academic qualification plus a combination of the examination system; In the view of the school system, from a single government school system to the diversified school system, led by the NEES from the need of learners forward to the survival needs of the main school; the development of education system from the stage of school education to lifelong education, the NEES from school education towards lifelong education examination system. Key words: social change human resources structure national education examination system (NEES) system change 我国的社会转型从农业社会到工业社会，再转向后工业化社会以及混同形态共存，社会经济发展带来人力资源结构变化。从简单的劳动分工到专业化分工，再到智能化分工。劳动分工的变化直接影响着教育结构的变化，教育结构的变化带来教育制度的改革，教育制度改革直接影响教育考试制度的变革。农业社会考试主要选拔管理人员；工业社会既要选拔管理人员又要选拔专业技术人员；而后工业化社会需要选拔满足各种需求的人才（见表1）。 表1 社会变迁、教育变迁与教育考试制度变迁 社会形态 农业社会 工业社会 信息社会 学习形式 私塾 基础学校 终身学习型国家 教育对象 贵族 产业工人 全体公民 考试制度 科举 单一式国家教育考试 多元化国家
