2008年《中国政治经济学年会》专投稿件 地方保护与产业集聚：基于空间经济模型分析 谢里 罗能生 （湖南大学经济与贸易学院 ，湖南 长沙 410079) [摘要] 通过将地方政府干预经济行为融入到Krugman（1990）的“中心——外围”模型，本文分析了地方政府采取地方保护政策对厂商迁移和地区产业集聚的影响。理论研究表明，中国分权体制改革进程中，地方政府基于对税基、管辖区福利、政府自身利益等因素的考虑采取了有利于本地区经济利益的保护政策，这在一定程度上会扭曲地区间生产资源的配置。除非运输成本很低、迁移目的地的支出水平或市场分额足够大到为厂商带来的规模经济效应足以补偿地方保护所产生的厂商迁移的机会成本，否则，将阻碍厂商的跨辖区迁移和产业的地区集聚，从而造成地区间分工弱化与市场分割，地区内重复建设与产业同构现象的存在。 [关键词] 地方保护 产业集聚 [中图分类号] F061 [文献标识码] A [文章编号] Local Protection and Industrial Agglomeration: A analysis based on the space of economic model XIE Li , LUO Neng-sheng (College of Economics and Trade, HuNan University,Changsha,Hunan,410079,China) Abstract: This article analyses the impact of local protectionism policy by local government on the migration of enterprises and regional industrial agglomeration, by adding local government’s intervening economic behavior into Krugman’s core-periphery model. Theoretical research shows that during the process of Chinas decentralization reform, local government took protective policy conducive to local region,based on the consideration of tax base, the regional welfare and the governments own interests,which will distort the allocation of resources among regions.Unless transport costs is extraordinary low, and the expenditure levels or market share of relocation destination is large enough that the scale effect for enterprises can counteract the opportunity cost of relocation caused by local protection.Otherwise,it will hinder the inter-area relocation of enterprises and industrial agglomeration, leading to weakening division between regions,market segmentation, regional redundant construction and industrial isomorphism. Key Words:Local Protection;Industrial agglomeration 一、问题的提出 贸易理论强调自由市场中的分工对贸易双方是有利的，然而，即便是在一个国家内，为什么或多或少地存在着抑制区域分工的地方保护？（沈立人、戴园晨，1990；Young，2000；Chong En Bai，etc，2003）而一个不争的事实是，一直提倡要由计划经济向市场经济转型、扩大内需并建立自由统一的内部大市场的中国，大部分省市地区不顾国家整体发展规划和区域分工的安排，违背分工的比较优势原则，上演一轮又一轮的重复建设。（Poncet，2001；陆铭、陈钊、严冀，2004）对此，许多学者从财政分权（Wong，19
