促进保险业又快又好发展为构建社会主义和谐社会作出新的贡献 ——学习《国务院关于保险业改革发展的若干意见》的体会 吴定富 (中国保险监督管理委员会，北京 100032) ［摘要］《国务院关于保险业改革发展的若干意见》是指导当前和今后一个时期保险工作 的纲领性文件，具有重大的现实意义和深远的历史意义。保险是保障经济社会平稳运行的重 要手段，是促进经济发展的重要力量，是社会保障体系的重要组成部分，是社会管理的重要 方式，因此，加快保险业改革发展是我国经济社会发展的一项重大战略任务。十六大以来， 我国保险业整体实力显著增强，体制改革不断深化，对外开放水平不断提高，保险监管和风 险防范能力不断加强，服务和谐社会建设不断深入。今后，要进一步坚持科学发展，提高服 务经济社会能力；加强改善监管，提高防范风险能力；深化改革创新，提高可持续发展能力， 促进保险业又快又好地发展。 ［关键词］保险业；改革发展；又快又好；和谐社会 ［中图分类号］ F840.32 ［文献标识码］ A ［文章编号］1004-3306（2006）07-0004-03 Abstract： The “Opinions of the State Council on Reform and Development of the Insurance Industry” is an important guideline to the insurance work today and in the years to come, and has major practical and far 　 reaching significance to the industry. The insurance industry is an important tool to ensure economic and social stability, a vital driving force for economic development, an integral part of the social security system, and a valued means of social management. Therefore, it is a momentous strategic task to accelerate reform and development of the insurance industry. The overall strength of China’s insurance industry has been markedly enhanced since the 16th CPC Congress, its mechanism reform is continuously deepened, its opening to foreign countries grows wider, its supervision and risk control capability is further strengthened and it is serving the construction of a harmonious society to a more profound level. We should continue to adhere to the scientific concept of development to do a better service to social and economic development; we should further improve supervision of the industry to step up its risk prevention capability; and we should carry on with reform and innovation within the industry to enhance its sustainable development and to promo
