地下管网的安全现状及其对策 Safety situation and Countermeasures of Underground Pipeline network 李永录1 李晓东2 程建超3 中冶建筑研究总院有限公司 北京 100088 Li Yonglu Li Xiaodong Cheng Jianchao (Central Research Institute of Building and Construction CO.LTD, MCC Group, Beijing, 100088） 提 要 地下管线是城市和企业赖以生存和发展的生命线。20世纪末以来,国内推进城市地下管线信息化建设,不断健全完善相关法规，引进、推广先进技术和管理经验，对于提高城市地下管线管理水平，保障城市地下管线安全高效运行，发挥了积极作用。但由于管理、技术等原因，导致各类人为的地下管线事故仍时有发生，城市地下管线安全形势依然严峻。加强城市地下管线的有效监管和立法,健全有关技术标准，大力推进行业技术进步，是今后面临的主要任务。本文在总结过去工作经验基础上,全面分析了目前我国城市地下管线的安全形势,对如何保障城市地下管线安全提出了建议。 关键词: 地下管线；生命线；管线安全 Abstract: As underground pipelines are the lifeline which guarantee the survival and development of the city and enterprises. Since the 20th century, the informatization construction of urban underground pipelines was promoted, and relevant laws and regulations was improved constantly, also advanced technology and management experience was introduced and popularized, which play a positive role in improving the management level and ensuring the safe and efficient condition of urban underground pipelines. However, owing to management, technical and other reasons, various types of man-made underground pipeline accidents still happened, which means that urban underground pipeline safety situation is still grim. The main task in the future is that strengthen the effective regulation and legislation of urban underground pipelines, and improve technical standards, also technological progress should be promoted vigorously. This paper which based on summarizing past work experience made a comprehensive analysis of the current security situation of urban underground pipelines, and some recommendations for how to protect the safety of urban underground pipelines were given.
